   Tencent's WorkBuddy, CodeBuddy refund DeepSeek outage credits, add 500 points

   DeepSeek's web and API service went down on the morning of Oct 15 for about 4 hours 53 minutes (8:11 to 13:04) before recovering, and DeepSeek's official platform said it would compensate all API users for seven days of usage. Tencent's WorkBuddy and CodeBuddy then followed with their own remedy: users of the China edition who were affected while calling DeepSeek models will get a full refund of the points they spent on the model between Oct 8 and 14, credited within seven business days. Both products are also giving all China-edition users an extra 500 points, which must be claimed manually on the "usage management" page before 24:00 on Oct 22 and expire after one month.

The main keynote is billed as covering AI trends, alongside an overseas-expansion summit, with 40+ tracks spanning large models, Agent Infra, databases, AIOps, AI-assisted development and big data; the model track covers fine-tuning, inference optimization and evaluation sets, Agent Infra covers development platforms, RAG, evaluation and canary rollouts, and a CodeBuddy track covers code completion, unit tests, code review and refactoring. Organizers also claim 500+ searchable agent case studies with metrics such as latency, token cost, accuracy and human-takeover rate, plus 100+ new AI products and 10 hours of product demos — figures and results are promotional and not independently verified.

   Tencent Cloud open-sources TeamAI to share team skills across 16 agents

   Tencent Cloud released TeamAI (github.com/Tencent/teamai-cli) on October 10, an open-source team AI collaboration tool previously used internally that has since appeared on GitHub Trending. Built on Git, TeamAI stores team skills, working conventions, tool configurations and project knowledge in a repository so they can be reviewed and versioned like code, then synced to each member's agent; the company says it supports 16 agents including WorkBuddy, CodeBuddy, Claude Code, Codex and Cursor. Tencent Cloud says a test spanning 13 engineering tasks found a lower-cost model scored 6.1% higher and used 76% less model-call cost after gaining access to team knowledge, and the tool is integrated into its ClawPro agent management platform.

   Tencent weighs up to $5B offshore bond sale to fund AI push

   Bloomberg reported, citing people familiar with the matter, that Tencent is considering an offshore bond sale of as much as $5 billion, potentially priced in both U.S. dollars and offshore yuan and possibly launching as early as this month, with the use of proceeds not yet clear and Tencent declining to comment. In June the company raised nearly $4.7 billion via dollar and yuan notes, its largest offshore issuance since 2020, for debt refinancing and general corporate purposes including developing AI products and services. Tencent's capital spending on AI projects and compute rose 176% year over year to 52.8 billion yuan in the quarter ended June, and President Martin Lau said the company is investing heavily in compute and already sees room for returns.
