Brookings Compares Five AI Tax Proposals
A Chinese compilation of a Brookings Institution analysis compares five proposals for taxing AI: training compute, data-center electricity, usage, excess profits and automation. The analysis says the proposals differ in when revenue would arrive, how difficult collection would be, their potential revenue and economic costs, and their effects on innovation, investment and national security. It also says broader reforms, including taxes on capital income, business cash flow, carbon emissions and consumption, could address some of the same policy objectives.
The analysis frames AI-specific taxes as options under discussion, not enacted measures. It says policymakers should first clarify and balance goals involving federal revenue, support for affected workers, US industrial competitiveness and national security.
