- China drafts tighter export controls on open-weight models and 23 AI technologies
China's commerce and science ministries released a draft update to the national export control catalogue covering 23 key AI technologies, including large models, AI agents, compute clusters and data processing. Tools that can autonomously write or alter malware to attack critical infrastructure, the military or government agencies face a total export ban, while AI vulnerability-discovery tools get new export limits. Large-model controls apply when a model is trained on China's 'important data' and serves users based on it, or when core technologies such as weights, checkpoints, source code, architecture and training methods are involved - triggering at 10^26 FLOPs of training compute, at least 2 trillion parameters, or a global top-10 ranking. To protect its open-source boom, publishing restricted tech and weights as open source qualifies for automatic licensing; API, app, website and SaaS use stays exempt, but installing restricted AI tech on local servers abroad needs a standard license. OpenAI's Dean W. Ball said the plan does not shut down open-weight models but gives Beijing the option to do so.
The Decoder · 🔥 0 - European Commission plans AI-driven automated defenses against cyberattacks
According to a document obtained by Politico, DG DIGIT — the European Commission's IT department — wants to use automated defenses in certain high-risk situations so it can stop cyberattacks faster, arguing that spotting an attack is not enough on its own. The paper says machines will not act without oversight and that strict controls will keep people in charge, though the specific cases covered were redacted in the version shared with Politico. It also warns that advanced AI models will make attacks faster, larger and harder to detect, including attempts outside office hours, rapid spread through systems or major data theft; the cyber division has requested internal approval to move forward, the document is undated, it is unclear whether the plans are already in use, and the Commission did not respond to Politico's request for comment.
The Next Web · 🔥 0 - OpenAI report: agentic tools now drive over half of EU enterprise AI output
OpenAI's economic research team published a report saying that in its sample of EU ChatGPT Enterprise customers, Codex and ChatGPT Work together account for more than half of output tokens — 55% according to TechRadar — as firms move from asking questions to having agents complete tasks. Weekly active users of Codex and ChatGPT Work among EU small and medium businesses (200 or fewer associated users) grew more than eightfold since May 2026, with growth in every member state. The report also found wide variation: the share of output tokens produced through those tools ranges from 22% in Slovenia to 85% in Lithuania, and the EU accounts for only about 10% of global "frontier firms" (top 10% by output tokens per active user) versus 65% for North America, while in September EU frontier firms generated more than four times the output tokens per active user of typical EU firms but less than half that of non-EU frontier firms.
OpenAI · 🔥 0 - Colao: Europe has under 2GW of AI compute, must simplify rules
Vittorio Colao, the former Vodafone CEO and Italy's ex-minister for technological innovation, said at Turin's Wave by Vento event that Europe has less than 2 gigawatts of AI computing capacity and must not miss the next technology wave. He called the EU's AI Act well-intentioned but too complicated to implement, defended the Digital Services Act and copyright protection for creators, and said rules for a startup's first three to five years should be far simpler. He also called for a genuine single capital market so European companies do not have to list in the US.
The Next Web · 🔥 0 - AI sovereignty debates could cut students off from the tools they rely on
An opinion piece on TechRadar Pro argues that debates over AI sovereignty are happening at government and boardroom level while the daily users most affected — students — have little visibility into the infrastructure and policy decisions that determine whether their AI tools remain available. The author notes that more than 80% of technology used in Europe and about 70% of its cloud computing come from outside the EU, and cites the earlier US restriction on access to Anthropic's most powerful models as a sign that access can be cut off. The suggested remedies are model diversity with fallback workflows, an EU-first approach to data location, and teaching students basic AI dependency literacy.
TechRadar · 🔥 0 - Dealroom CEO says Europe's first trillion-dollar startup may already exist
Dealroom founder and CEO Yoram Wijngaarde told the Wave by Vento event in Turin that Europe's VC-backed ecosystem could overtake its industrial base in total value within five years, and that the first trillion-dollar VC-backed European company is yet to come — possibly one that is still early stage today. He cited Dealroom data showing European venture investment running at about $89bn a year, 56 VC-backed companies worth more than $10bn and $4.4tn in combined value. The same session cited the State of AI Report 2026, which says four US hyperscalers expect roughly $733bn of capex this year, against the EU's initial €1bn contribution to AI gigafactories within a plan seeking up to €10bn of public money and at least €20bn private.
