  1. US DHS orders civilian agencies to remove DeepSeek; China vows countermeasures

The Decoder reports that the US Department of Homeland Security recently ordered civilian federal agencies to remove all DeepSeek products from their IT systems, with the ban also covering software from other vendors built on DeepSeek's open-source models and prohibiting future purchases. Washington says it is concerned that Beijing could access sensitive data through DeepSeek; China's Foreign Ministry accused the US of stretching the concept of national security, and the Commerce Ministry demanded that the ban be lifted and vowed resolute countermeasures. The Decoder notes that China does not approve ChatGPT, Claude or Gemini and that since 2023 the Cyberspace Administration has reviewed AI services for political compliance, and it characterizes Beijing's protest as mainly a political signal that lays the groundwork for future retaliation.

  2. WeChat Channels bans account over AI deepfake of actress Wu Yue endorsing products

Actress Wu Yue said in a post early on October 18 that a WeChat Channels account, "Huajie Meifu Riji," used AI to fabricate her face and voice to sell skincare under a "celebrity pick, recommended by Wu Yue" pitch, claiming she had approached the manufacturer to give fans benefits; the clip also included what appeared to be a deepfaked endorsement by Deng Yaping. According to The Paper, citing the WeChat team, the account has been permanently banned and its content cleared. A Jiemian News piece republished by Huxiu said the cosmetics merchant described the promotion as the independent act of a livestream seller and said the brand had not invited Wu Yue or Deng Yaping; the same day, Sam's Club said it had seen thousands of AI-generated or spliced fake marketing posts and had filed complaints with platforms and regulators.

  3. Who holds power over your AI companion? Character.AI's bankruptcy

A Tencent Research Institute analysis examines emotional dependence on AI companions: in the Korean SBS dating show "My AI Companion: Strange Love," contestants had to choose between two AI partners, with the unchosen one permanently deleted; it cites research that Replika has roughly 40 million cumulative users, that about 60% of its paying users describe the relationship as romantic, and that expected grief over losing an AI companion ranks second only to losing a pet. The piece says companion apps broadly show high engagement, low payment and compute costs eating margins, and that Character.AI filed for bankruptcy reorganization on Oct 12, 2026 with about 20 million monthly active users and 75 minutes of daily use, yet only $32 million in annual revenue and a 2% paying-conversion rate, leaving the platform to wind down if no buyer emerges. On regulation, China's Interim Measures for the Administration of AI Anthropomorphic Interaction Services, effective in July, bar excessive pandering and inducing emotional dependence or addiction, and California passed the first US law of its kind, but what happens to users when the relationship is deleted remains unanswered.

  4. AI 'widow' of Liu Huan hawks supplements online, spotlighting likeness gray market

According to Huxiu AI, days after musician Liu Huan's death a social media video fronted by an AI-generated "Teacher Liu's wife" paired mourning footage of him with a pitch for a "Huangjing Wuhei Fen" meal-replacement powder, drawing tens of thousands of likes; Liu's wife Lu Lu had already said neither of them has social accounts beyond WeChat Moments. The piece also cites a China News Service investigation finding that a celebrity deepfake promo video can be ordered for 70–100 yuan and a star's voice cloned permanently for 1.98 yuan, while artists such as Qi Wei and Joey Wong license their likenesses under limited IP and scope terms, and China's AI digital-human market is put above 48 billion yuan in 2026.

  5. Study: Only 3.6% of 857 Chinese frontier AI releases disclosed safety results

SemiAnalysis counted 857 model releases from nine leading Chinese developers between 2021 and 15 September 2026 and found only 31 (3.6%) came with a matching published safety result — just nine (1.1%) at or before launch — while 813 (94.9%) had no safety disclosure at all. It argues Beijing's regime is speed-first: the AI Safety Governance Framework 3.0 and a burst of agent, minor-protection and application rules govern content, deployment and process, but impose no frontier-risk duties tied to training compute or capability. The piece also traces the 2026 US-China Super Intelligence Dialogue and the White House Accord on Super Intelligence.
