Microsoft brings hybrid intelligence and agent controls to Windows
At its Windows event, Microsoft said it is bringing "hybrid intelligence" to Windows so Copilot and GitHub Copilot can route work between cloud and on-device models based on task complexity, cost and privacy. Microsoft Execution Containers (MXC) is now generally available on Windows 11, enforcing file and network access policies for agents at runtime, with agent identity separated from the device user via Agent 365 and Intune. GitHub Copilot's HydraFusion routing is due in experimental previews for the Copilot app, CLI and VS Code later in October, alongside MAI Code 1.1 Flash, which is about 3-bit quantized to cut size by nearly 80% while keeping a 256K local context.
If model routing and OS-level sandboxing work as described, Windows could become a default governance and local-compute layer for agents.
