Taiwan's moda launches open-source AI reimbursement portal for welfare subsidies
Taiwan's Ministry of Digital Affairs (moda) on Oct. 12 unveiled a "Digital Reimbursement Service Network" built with the Ministry of Health and Welfare's Social and Family Affairs Administration, using OCR and AI to read invoices and receipts, extract fields and help compile and check reimbursement documents; it starts with social-welfare subsidies and public-welfare lottery subsidy cases. moda says the system can cut document sorting and data-entry time by about 90%, shortening large subsidy reimbursements from roughly 10 days to 1 day, covering an estimated 1,300 welfare groups, 4,000 person-times and about NT$1.5 billion in reimbursements a year, with a paper-plus-digital dual track planned from January. The system is also being open-sourced and published on GitHub for other agencies and IT service firms to download, deploy and extend.
It shows AI moving into governments' back-office paperwork rather than only public-facing services, and tests open-source reuse of shared digital components across agencies.
