SAMR official: no trading safety for launch speed in smart vehicles
Speaking at the 2026 World Intelligent Connected Vehicles conference on October 22, Li Changqing, a second-level inspector at the State Administration for Market Regulation's quality development bureau, said the intelligent connected vehicle industry must pursue innovation and safety priority together and must end the short-term practice of sacrificing safety for launch speed, IT Home reported. He said SAMR, jointly with the Ministry of Industry and Information Technology, carries out regular ICV safety management and inspects products that draw public attention and carry major quality-safety risks, alongside a crackdown on exaggerated and false advertising, a compliance guide on automotive pricing conduct and action against vicious price wars. Li disclosed that China has conducted more than 3,200 vehicle recalls involving over 120 million vehicles, and that from January to September 2026 there were 617 ICV recalls covering 20.39 million vehicles, of which 14.53 million, or 71.23%, were completed after defect investigations, administrative talks and on-site verification.
The figures indicate that most ICV recalls in the first three quarters of 2026 were pushed by regulators rather than initiated by companies, as Beijing pairs software and OTA defect oversight with curbs on advertising and price competition.
