Doubao Phone Assistant's SAEP window closes with no major app opting in
An analysis published by TMTPost says ByteDance's Doubao phone assistant launched an agent authorization disclosure mechanism (internally called SAEP) on Sept. 14, giving partner apps a 30-day window to decide whether to let Doubao act as an agent on users' behalf; the window closed Oct. 14, and the author says that when checking the list on Oct. 15, WeChat, Alipay, Taobao, Meituan, Pinduoduo, DiDi and Xiaohongshu had all declined. The piece argues the obstacle is not model capability but super-apps' control of entry points, the value of user behavior data, and uncertain compliance around payments and personal information, adding that an unnamed phone maker's agent platform reportedly met similar refusals. It cites Meta Muse, Grok Bot, OpenAI Operator and Anthropic Computer Use as comparisons, while noting US sites also block automated agents via robots.txt, anti-scraping measures and login risk controls.
It suggests cross-app interoperability and compliance, not model capability, may decide whether general-purpose phone agents can actually work.
